I am not a bike expert, so please do not take my words to the bank. But i believe it may be built by Kuwahara. Based in Osaka Japan. They did a lot of imports to U.S. and Canada and built many bikes that were branded for other companies including many of the early BMX.
Again i am not an expert but maybe it will help you. What tipped me off is the ornament. The writing on it looks very much like the Kuwahara name. Good luck.
