shoe or belt buckle victorian or edwardian

I came across this last week I havent had much experience with buckles so not sure if this is a shoe or belt buckle? victorian or edwardian? any identification and dating would be a great help

I love this piece because I think it is from the victorian era which really fascinates me I wonder who might have worn this?
