These were a series of toys I believe giving out in the theaters in Japan in 2001 to promote the movie. Hamtaro is a hamster from anime series that was still airing at the time and was very popular around kids which is probably the reason they did to bring more children to watch the movie.
I love how the Japanese mix their characters. These are so neat!
