      There's some lettering on it. What is that ?

      Just numbers are 1840E and 1841C.

      Studying the design, you may be right - it appears the horseshoe shaped piece goes against the fence post and the wire is looped around the other two parts and pulled tight by closing the handles together, thereby giving the installer a tight fit to staple the wire to the post. Sounds logical.
