    No idea what this is. Does anyone have any clues? Each end consists of a metal plate secured in place by thumbscrews, and the screw opens/closes the mechanism that moves one end towards inwards towards the other approximately 6”. Any info is appreciated!

      A guess. Looks like it would be used on an old industrial machine's flat belt to bring the ends together to be joined.

      I agree with afterthought, and slackjack, in that it is a flat belt tension device tool. I did not find the "patent applied for" version, that you posted, but did find a few look-a-likes.
