    Received this at auction. Not quite sure what it is. Appears it clamps onto a pipe or tube then possibly cuts it? comes with 3 spare blades screwed in on the underside.

    Any ideas?

      I’m just guessing, but maybe a tool used by electric cable installers to pull heavy cables, then cut them to a certain length.
