I know this is a perfume bottle but does anyone know what kind or if that is an eagle for the dabber?

Hello, this is "New Horizons" by Ciro.
I found this bottle years ago at a flea mkt & until now have never seen 1 like it. It reminds me of the architecture of the Nazi Reich period, but I haven't been able to confirm that it was made in Germany or the exact period. The eagle is only as deep as the neck of the bottle, so I don't know if that would be considered a dauber. But the entire eagle lifts off & can stand by itself. Would love to know its history. It's 1 of my favorite finds!
