Old Metal Decanter Glass Bottle Inside With Pump

I believe this is an old liquor decanter but not sure,old glass bottle inside a copper colored container with a pump,I've never came across one like this,I've had it more that 12 years,came out of an old storage I bought,would love to know something about it,who the maker is.
