Looks like some sort of hanging something - what is this?

This thing is 27 inches long and has a knob handle on one side and a square holder/ring on the other. It has three rings on the bottom side, and a piece of leather with a hook held by a hinge over the leather piece. There is also a square ring thing those is over the tool that appears to be adjustable over a three grooved metal piece on the lower side of the device. In general, the shaft is made of wood and it is outline with metal hammered to it. Please help!
