Little tie brooch,Art Deco, Germany ??

Here is a very interesting sterling brooch, small, very small, stamp "Sterling" on the back + "Germany", some other mark, but i can't figure what they are, if you have seeing something like that, i will be more than happy to hear it.

This brooch is 1.25 inches long by .25 inches high
