2 Part Vase with Side Holes in Insert

I need help identifying the function of this 2 part vase. It is about 7.5 inches tall x 7.5 inches wide. The top part fits inside the base. The top part has side holes in the porcelain. Based on my internet research, I believe this was made by the Porzellanmalerei Helen Wolfron Nachf of Germany from 1879-1883. I believe it is a copy of the "AR" Augustus Rex mark originally used by Meissen in the early 1700's. I will be happy if someone says it is truly early Meissen! Any help with function and maker would be sincerely appreciated. Mary
