    I've had this old hand tool about 25 years. It has a spring adjusting serated blade and a screw knob for holding. The handle moves back and forth. No makers marks that I could see. It has traces of red paint. Help me Identify this!! (Cuts wire or tubing??) Any help as to how old ?? Thanks!!
