found this in my late friend`s shop. It does not come apart, there are no markings on it, there is something inside-don`t know what, you have to work a little to get it back down after you pull the top up and two friends and I all think it looks familiar but can`t figure it out! I know someone on here will know what it is!! Thanks for lookin!! Rob

Could it be some kind of Hydraulic Industrial Shock Absorber or Damper?

Thanks everybody for the love its!!
      Thanks Vynil, it`s very confusing!

Jenni, it does not come apart but when it is pulled up if you work it just right without any pressure it will go down. Thanks!!

mp.kunst . you might be on to something, but there is no upward pressure when its up it stays up and like I told Jenni you can work it down without any pressure--maybe it is what you said it is but it is just broken! Thanks!!!

There could indeed be a leak in the hydraulics, as you yourself already suggested.
