I have no idea what this is, except that (a) the "crest" appears to be made of enamel, (b) the inside is lined with silk, (c) the inlay in the leather appears to be gold, and (d) the leather work on the back is very fine workmanship. Any idea?

Is it French? The smaller decorations appear to be Fleur De Lis...

I'm not sure without a close look but my guess would be a letter or document carrier or holder.
