old school kids bike

The lady who gave this to me to do up for my daughter said that it was hers since she was 4yrs old. she looked to be about 35yrs old, and I dont know if it was new when she got it, but that dates it to about 1980? if anyone knows when these came out I'd very much appresiate it.
