Your China doll is called a "Low Brow " She is most common china doll found today as they were made at end of era of china dolls and were made for a much longer period of time 1890-1920 . German made doll you could buy just head and Mom made body or they cam assembled into a doll. Your's was altered by a Mom into maybe a pin cushion doll. Not rare . If you do a search of Ebay on china doll low brow you will see many . It is still a treasure ! Enjoy her and display her .

Elmira she is solved . What a nice family treasure to have . I see I had a typo it should have said they also came assembled as a doll. The cloth used on their bodies often deteriorated and they had to be replaced . I suspect at one time your's had legs as she has correct arms for her . You can wipe her face with a damp cloth to clean it just plain water don't scrub . It is like washing a China plate safe to do and she will shine again :-)
