Vintage Fabric Cutter

My grandfather was a tailor and we have this fabric cutter that he used for heavy materials, such as when he made coats. We don't know the actual name of it, and if it is worth anything.

The time period would be from the early 1920's until the early 1960's. He didn't have alot of money, so he used his tools for decades. We still have his sewing machine, pincushions, cutting shears.

Any help with identifying this cutting tool, and any ideas of its worthy, would be greatly appreciated. Thank you.
